| The second meeting of the Programme Consultative Committee (PCC) of FoSHoL-Programme was held in the conference room of Practical Action, House 32, Road 13/A, Dhanmondi R/A, Dhaka on 27 September 2007. As a Chairperson, the meeting was successfully conducted by Mr. Stephane David, Food Security Programme Manager, Delegation of the European Commission to Bangladeh. All the members of PCC, Ms. Farah Kabir, Country Director, Action Aid, Ms. Veena Khaleque, Country Director of Practical Action, Mr. Mahabubul Islam Khan, Governance Coordinator, CARE and Dr. M. Zainul Abedin, Team Leader FoSHoL Coordination & IRRI representative for Bangladesh were present in the meeting. |

In addition, eight invited participants from FoSHol-coordination (Abutaher M. Ziauddin), FoSHoL-NGOs (Mr. Masud Alam Khan, Mr. Mizanour Rahman Choudhury, Mr. Mohammad Ali), EC delegation (Ms Laila Jasmine Banu), CARE (Ms. Stav Zotalis) and the members of the mid-term evaluation team (Ms. Sarah Gray and Mr. Bhabatosh Nath) were also present.
The work progress of FoSHol-NGOs and FoSHoL-coordination were reported in the meeting. A significant impact has been made by FoSHoL-CARE in Chapai Nawabgonj regarding social recognition and empowerment of ‘Adibashi' people. They are now more organized and stronger than before. FoSHoL-ActionAid has made a model of cooperation between CBO and local government bodies regarding distribution of fertilizer and seeds. Other models such as community banking and seed banking are drawing increased attention to the farmers. FoSHoL-Practical Action reported that the recent flood of double frequencies has significanty affected the rice and vegetable crops. About 75% rice crop have been destroyed by flood. They are very successful on off-farm activities such as agro-processing, vaccination and capacity building programme (RTEs). More than 50% of income is now being generated from these off-farm activities.
The committee took some decisions on documentation of best practices, preparation of action plan on key policy issues like easy availability of fertilizer & seed for farmers and involvement of farmers more and more into research systems. The meeting ended at 1.30 PM with a vote of thanks from the chair and it was decided that the 3rd PCC meeting will be held in CARE office between 9 to 13 December 2007. |
