Other members of PCC, namely, Ms. Farah Kabir, Country Director, ActionAid, Mr. Mahabubul Islam Khan, Governance Coordinator, CARE were present in the meeting. In addition, a total of nine invited participants from EC delegation ( Mr. Manjurul Alam, Food Security Advisor ), FoSHol-coordination (Dr. A.T.M. Ziauddin), FoSHoL-ActionAid (Mr. Masud Alam Khan, Mr. Maksur Rahman and Mr. Mafizur Rahman), FoSHoL-Practical Action (Mr. Mohammad Ali and Mr. Md. Rafiqul Islam), FoSHoL-CARE (Mr. Mahbubul Islam Khan and Mr. M. Zakaria) were also present.
Most of the PCC participants took part in field visits to FoSHoL-CARE project sites in Tanore upozilla on 11 May ‘08 and in Manda & Niamatpur upozilla on 12 May 2008. The observations from the field visits were discussed in the meeting. Also t he work progress of FoSHol-NGOs and FoSHoL-coordination were reported and found satisfactory. A significant impact has been made by FoSHoL-CARE regarding social recognition and empowerment of ‘Adhibashi' people; further strengthening of farmers' group regarding technology adoption, savings and investment. FoSHoL-ActionAid has made a good progress. 15 – 20% income of households have been increased through adoption of agricultural technologies; activities of homestead vegetable production and marketing, seed selling, poultry and livestock vaccination, access to “Kash land” have been strengthened.
FoSHoL-Practical Action reported that 18 CBOs under FoSHoL-Practical Action have successfully completed their registration process and 40 more CBOs have already entered in the process of registration; all targeted training & demonstration programmes have been completed; new demands from RTCs are being met; access of beneficiaries to local public bodies has been increased; the bio-village model is working well. FoSHoL-Coordination project has made a good progress during January – April 2008. It was reported that six field visits to FoSHoL-NGOs were performed; draft annual progress report (Jan – Dec 2007) has been prepared; internship-cum-training on seed production & marketing for Mr. Elias and two technology fair-cum-training for FoSHoL-NGOs development workers have been completed; assessment of impact of recent fertiliser shortage on share croppers and identification of farmers best practices are progressing; two newspaper reports including editorial comments have been published; FoSHoL success stories are being uploaded regularly to FoSHoL websites; compilation of fourth issue of FoSHoL news letter is progressing; and AWP&B 2008 of FoSHoL-Coordination Project/IRRI has been prepared and submitted.
The meeting took couple of decisions: a) FoSHoL-NGOs will review their own OVIs of the logframes. The revised (OVIs) of the logframes (if any) will be sent to EC. b) The approach/methodology of exit strategy during the last year of the project implementation will be incorporated in the Annual Work Plan and Forecast Report of the last year which will be prepared very soon as a part of ongoing reporting system.
The meeting ended at 12.15 PM with a vote of thanks from the chair. It was decided that the 5th PCC meeting will be held in September 2008, to be arranged by FoSHoL-Coordination/IRRI. The exact date and venue will be communicated in an appropriate time.
